Submitting the Full Proposal
To submit the Step 2: Full Proposal, offerors should follow these instructions:

1. Click the “GO TO PROPOSAL SUBMISSION FORM” button at the bottom of this page to access the online proposal submission form.
2. On the form, offerors must:

• •  Upload the proposal document (PDF), budget (spreadsheet), and other required forms.
  • Complete all required questions asked on the form.

3. Offerors can save their progress on the form and return to it later by clicking the “Save and Exit” button at the bottom of the page. An email with a link to access the partially completed form will be sent.
4. Once the form is finished, offerors should click the “Submit” button to officially submit the proposal. A confirmation email will be sent confirming receipt of the proposal.

• Note character limits for text responses.
• It is recommended to work offline first using the requested information document as a reference before entering data on the online form.
